INEC Introduces Downloadable PVCs, Rolls Out Digital Reforms Ahead of 2027 General Elections

The Independent National Electoral Commission (INEC) has announced a series of groundbreaking digital reforms aimed at making Nigeria’s electoral process more accessible, transparent, and efficient ahead of the 2027 general elections.

Speaking during a courtesy visit by the Director-General of the National Orientation Agency (NOA), Mallam Lanre Issa-Onilu, at the Commission’s headquarters in Abuja, INEC Chairman, Professor Joash Amupitan, revealed that the Commission will introduce downloadable Permanent Voter Cards (PVCs) for eligible voters who have lost, damaged, or can no longer read information on their original cards.

According to Amupitan, the innovation is designed specifically for voters who had previously collected their physical PVCs. Applicants seeking downloadable replacements must report the loss or damage at least 90 days before an election to enable proper processing.

The Commission will first test the initiative during the upcoming Osun State governorship election before extending it to future elections nationwide.

Beyond downloadable PVCs, INEC also disclosed that it is putting finishing touches on a fully digital voter registration platform that will allow eligible Nigerians to register online without physically visiting INEC registration centres for biometric capture. The Commission says the technology is awaiting final approval before pilot testing begins.

Amupitan explained that these technological innovations are intended to eliminate barriers to voter participation and ensure that no eligible Nigerian is disenfranchised.

Recognising that technology alone cannot guarantee credible elections, INEC also announced a strategic partnership with the National Orientation Agency to intensify voter education across the country.

The collaboration will focus on combating voter apathy, electoral misinformation, political violence, and vote-buying through sustained grassroots sensitisation campaigns, particularly targeting rural communities and young Nigerians.

The INEC Chairman stressed that while innovations such as the Bimodal Voter Accreditation System (BVAS) and the INEC Result Viewing Portal (IReV) have significantly improved election credibility, public confidence and active citizen participation remain essential ingredients for successful elections.

He noted that recent off-cycle elections demonstrated improvements in election management but also exposed persistent voter apathy and widespread misinformation about the electoral process.

On his part, NOA Director-General Mallam Lanre Issa-Onilu commended INEC’s reforms and pledged the agency’s commitment to mobilising Nigerians through nationwide civic education campaigns. He said NOA would intensify efforts to discourage vote-buying, electoral violence, and voter apathy while promoting confidence in Nigeria’s democratic process.

With the 2027 general elections approaching, the new initiatives signal INEC’s determination to leverage technology and strategic partnerships to strengthen electoral integrity, expand voter access, and deepen democratic participation across Nigeria.
